If you have a German DVD but live outside the DACH region (Germany, Austria, Switzerland), Steam might detect your IP and refuse to download German audio. You need to use a VPN (Virtual Private Network) set to Frankfurt or Berlin. Connect the VPN, restart Steam, and the Deutsch option will reappear.
