Generic System Images (GSI) of EMUI 12 from other Huawei devices could theoretically be flashed onto the Y9 Prime 2019 if the device supports Project Treble. The Kirin 710F does have Treble support, but compatibility is not guaranteed. This process requires an unlocked bootloader.
This is the standard and safest method.
